Arunachal good will team meets Maha CM

Maharashtra CM assures hostel land for NE students

Correspondent

ITANAGAR, Aug 21: Strengthening the age-old relations between the people of his state and the North Eastern states, Maharashtra Chief Minister Prithiviraj Singh Chavan today announced a number of steps, including chartered planes from Guwahati to Pune and Mumbai for the NE students to return to their educational institutions at concession rates.  After a brainstorming discussion on the exodus of students and working people of NE people with the goodwill team of Arunachal Pradesh led by MP Takam Sanjoy here Tuesday evening, Sanjoy quoted him as announcing concessional charted flights for the students if they do not provoke the situation back home and the respective state governments send written requisition, and that officials will be ready to welcome the students at respective airports to escort them to their institutions with full security.

While suggesting preparing a list of all NE students studying in various cities of Maharashtra, he also assured to allot land near major educational institutions in the state for constructing hostel for the NE students.

In appreciation of the initiative of GoAP, particularly Chief Minister Nabam Tuki for sending the goodwill team, including Arunachal Bhawan DRC KN Damo and Congress leader Likha Maj, the CM assured to allot another plot of land in Mumbai for Arunachal Bhawan to honour Sanjoy’s request. Describing the entire mission as highly satisfactory that helped in establishing a personal rapport between the people of the NE and rest of India, Sanjoy told over telephone today that “If we stand united no force on earth can destabilize India or disturb the unique example of unity in diversity reflected by Indians, particularly the people of NE.”

“The role of the divisive forces across the border have been proved beyond doubt and it is for we Indians to realize as to who does not want us to remain united. A stitch in time saves nine,” he was quoted by a team member as saying without mincing any word.

At Pune in the morning, Sanjoy addressing over 200 students assembled under the banner of NE Forum urged them to be ambassadors of NE in their institutions and manifest their rich cultural heritage and traditions.

“Behave like Romans when in Rome. Be cordial with the locals, respect their religions and cultures, observe your dress codes and request your friends to return soon,” he exhorted them and urged them to fly the NE flag high as the region is known for its hospitable people, Damo informed.

He further added that while officials have given full assurance of security in the state, there was wide appreciation for the goodwill mission by the senior citizens and Muslim leaders at both the cities, particularly at the Pune Eid dinner hosted by the Muslim brethren.

Fair Price Shop dealers oppose bifurcation of DFCSO office

ITANAGAR, Aug 21: The Papum Pare District Fair Price Shop Dealers’ Welfare Association (PPDFPSDWA) along with PDS wholesale nominee -cum- carriage contractors has vehemently opposed the bifurcation of DFCSO office without sanctioned post. They said that posting of two DFCSOs against a single carriage contractor- cum- wholesale nominee under single PDC will create problem for FPS dealers and carriage contractor. The brunt of such wrong policy will lead to disruption of effective functioning of PDS activities in the district, they said.

Further, they’ve questioned some of the senior officers of the department for allegedly instigating infighting amongst the officers of the same department to serve their vested interest. Such senior officers have misguided the state Govt while making decisions, they opined. They have requested the state Govt. headed by Chief Minister Nabam Tuki to intervene and solve such unwanted problems and disciplinary action should be initiated against such erring senior officers for playing politics in the department.

The Papum Pare district including capital complex is having highest number of SDFCSOs, SIFCS and ministerial staffs. Such surplus officials should be re-distributed to other districts of the state, the two associations added.

It is being reported that department of Food and Civil supplies is bifurcating the function of DF&CSO Papum Pare district after the first ever commendable service carried out by the department in capital complex by arresting the black marketeers of LPG. The two associations failed to understand why the department is making such decision at this juncture when the present DFCSO Amit Bengia along with his team of officers is doing their best in spite of short supply of LPG from Indian Oil Corporation. Many believe that step has been taken under the pressure from black marketeers and petty traders, who are not happy with strict action taken by present incumbent DFCSO Amit Bengia.

The organizations further claimed that they have been requesting the concerned authorities to adopt corrective measures for proper Re-survey and selection of BPL and AAY beneficiaries by involving Panchayat leaders and administrative officers since 2006-07 but the authorities concerned have not taken sufficient steps to address this problem. Thus, non-following of the official procedures has deprived genuine consumers under below poverty Line (BPL) and Anthodaya Anna Yojna (AAY) schemes in Papum Pare district particularly in capital complex since then. However, the newly posted DFCSO Amit Bengia has started re-survey of beneficiaries as per latest socio economic census report, digitization of ration cards, area mapping of FPS and formation of District level, Block level and FPS level vigilance committee as per PDS guidelines have been carried out since he took over the charge of DFCSO Papum Pare in October 2011.

It is to be mentioned here that, DFCSO Amit Bengia along with the then Deputy Commissioner of Tirap Ankur Garg were the first to start computerization of PDS in Tirap District.  The two associations are of the opinion that capital complex should be made as model of PDS computerization in the state. Amit Bengia with his experience in this field is the right person to head the end to end computerization of PDS in state capital in the backdrop of  Supreme Court’s directives, they added.

Missing persons still traceless, district police helpless

Bhalukpong road mishap

Amar Sangno

ITANAGAR, Aug 21: The bodies of 10 missing persons, who feared dead in Tawang-Tezpur bound Tata Sumo accident at Upper Bhalukpong in West Kameng  on Sunday morning, are yet to be traced out, informed West Kameng Superintendent of Police T T Lama this evening.

Lama informed this daily over the phone that the missing persons are still traceless despite all efforts made by the police. “We have been trying our best since last Sunday morning to trace out the vehicle and missing persons but yields no result” rued Lama. The missing persons, it is believed, were drowned with Tata Sumo into the Kameng River near accident site. The district police has been working with army and NDRF (national disaster response force) in search operation since the accident took place.

However, to make the search operation more worst the NDRF has withdrawn on being skeptic of tracing the vehicles and bodies of missing persons due to growing turbulence of the river water.

“We are helpless now, even NDRF has withdrawn from  search operation due to turbulence of river water” said SP.

Sources in Bhalukpong said that due to heavy and incessant rain in up-stream of the River Kameng , the water level is  increasing fast, and in such a situation the district police personnel are  not well equipped to tackle the turbulence water.

SP further informed that as last alternative attempt, the police are trying to use recovery van so that it could hook up the Tata Sumo which is believed to have fallen into whirlpool area. “If we engage expert divers in such turbulence water it would be high-risk for them too” SP added.  Another difficulty popping up against the police is  that the identity of missing persons are yet not  known,  due to unavailability of passenger list at Tawang  Sumo counter making the police even more difficult to inform their (missing persons) relatives. It is believed that ill-fated Tata Sumo bearing registration number AS12E-1666 was directly hired by the passengers, so passengers list is not available with the sumo counter.

Together we can make a difference

Dear Editor,

Apropos to an article "Is it only the duty of Govt. to keep Capital clean and green ? (August 21 2012), we would like to take this opportunity to appreciate the people who turned up for the cleanliness drive at I.G. Park despite the incessant rain. This was possible with the untiring efforts of the core team which did an excellent job in mobilizing the people despite the limited resources at their disposal. This collaborative efforts and the zeal to continue with the idea to create awareness among our people is indeed encouraging.

We would like to express our gratitude to the U.D. and the P.H.E. Departments for  extending support for successful cleanliness drive.  We had students from Rajiv Gandhi Polytechnic Institute, R.G.U., NERIST, Green Mount School, King Cup School, JNV and scores of volunteers from different walks of life irrespective of age, profession or community. Despite being a holiday and a perfect time to enjoy personal life, they chose to be a part of the day and did a commendable job in making I.G. Park a cleaner place. It’s heartening to see their zest and each of us should be motivated to lend a helping hand for a good cause.

The hillside is slowly being encroached, burnt and deforestation continues despite warnings from the authorities. What is left, that makes Itanagar a beautiful city still, is the I.G. Park but yet there is indifference.

The citizens of Capital Complex don’t need an organization or society to take concrete steps in making ours a better place to live in. If each of us chooses to volunteer one day out of the year, it will go a long way in making this happen. There’s probably going to be more events in the near future and if u missed the last event, you may participate  in upcoming events.

Yours’

Dilapidated hanging bridge needs Govt attention

Dear Editor,

I would like to draw the attention of the state Govt towards the dilapidated condition of the semi-suspension cum hanging bridge over Siyom river of Kerang village under Kaying circle in West Siang district. The bridge, which connects Kerang-I and Kerang –II, is the life-line of the Kerang village, second largest village of the Kaying circle. The people of the area including school going children solely depend on the bridge as they have to cross over it for their daily activities.

Though the authorities put sign boards at both the entrance of the bridge as precautionary measures,  the bridge, being lifeline of the people of Kaying area, needs urgent attention of the  Govt.

Therefore, I would like to request the state Govt, particularly the authorities concerned take necessary steps for early renovation of the bridge.

Yours’

Tabuk Paboh, GS

MDG Report 2012

Millennium Development Goals Report 2012 presents the yearly assessment of global progress towards the MDGs, highlighting several milestones – three important MDG targets have been met well ahead of the target date of 2015. The report says that meeting the remaining targets, while challenging, remain possible – but only if Governments do not waiver from their commitments made over a decade ago.

Based on a master set of data compiled by the Inter-Agency and Expert Group on MDG indicators led by DESA’s Statistics Division, the 2012 report outlines gains in poverty reduction and access to safe drinking water, and an improvement in the lives of slums dwellers in urban areas. The report also highlights important gains towards gender parity in primary education, a decline in levels of child mortality, a downward trend of tuberculosis and global malaria deaths and an expansion of treatment for HIV sufferers.

For the first time since records on poverty began, the number of people living in extreme poverty has fallen in every developing region, including sub-Saharan Africa. Preliminary estimates indicate that the proportion of people living on less than $1.25 per day fell in 2010 to less than half the 1990 rate and during the same period over two billion people gained access to improved drinking water sources. The share of slum dwellers in urban areas declined from 39 per cent in 2000 to 33 per cent in 2012, improving the lives of at least 100 million people.

A lot has been achieved and significant strides have been made, however some impediments to reaching all the MDGs by 2015 remain. The 2012 report spells out that recent natural disasters and the global financial crisis has slowed progress and that inequality remains. A particular area of concern includes the slow decrease in levels of vulnerable employment, defined as the share of unpaid family workers and own-account workers in total employment.

Lastly, and perhaps most concerning is the fact that hunger remains a global challenge. The most recent FAO estimate of undernourishment set the mark at 850 million living in hunger in the world in the 2006/08 period, 15.5 per cent of the world population. Additionally, progress has also been slow in reducing child under-nutrition, with close to a third of children in Southern Asia deemed underweight in 2010.
